Baltimore City Sheriff’s Office Services

The Baltimore City Sheriff’s Office plays an important role in keeping our community safe and organized. Here are some details about their responsibilities and how they serve residents.

A Note on Narcan (Naloxone): We have a 30 second training video available for anyone willing to learn how to administer this life-saving medication. Once trained, you will receive your free doses (and fill out a short form acknowledging receipt). As far as posting online or sharing a link, because the training requires a few extra steps, that really won't work. I am happy to provide it in person before, during, or after our next public meeting. It will take a total of 5 minutes or less. The training and the Naloxone are provided at no cost, you truly can save a life!

Neighborhood Services Unit (Launched Oct 1, 2025) This unit is community-driven and assists with quality-of-life issues. For support in these areas, you should call 311 (or 911 in an emergency) and contact the CCA. The CCA has a direct line to our office for:

  • Traffic & Vehicles: Traffic safety and abandoned vehicle removal (the Sheriff’s Office now has its own tow truck).

  • Package Theft: Utilizing GPS technology in packages to track and curb thefts.

  • Nuisance & Safety: Abandoned lots, liquor license infractions, and monitoring underage alcohol, tobacco, or cannabis sales.

  • Specialized Enforcement: Addressing drug and human trafficking.

Behavioral Health & Crisis Support

  • First-Ever Courthouse Crisis/Peer Recovery Specialist: Embedded in the courthouse to provide resources and Narcan training in collaboration with Baltimore Crisis Response, Inc. (BCRI).

  • Compassionate Evictions: Supported by our Behavioral Health Division to ensure those in crisis receive proper resources.

Public Safety & Legal Services

  • Circuit Court Security and Safety: The Sheriff’s Office is responsible for the safety and security of the Baltimore City Circuit Courthouses (Mitchell and Courthouse East) and the Juvenile Justice Center. This ensures a safe environment for all citizens to conduct legal business. Strict Protocols: Please note that federal agents (ICE) are not permitted in these buildings without a search and seizure warrant signed by a judge. Even with a warrant, ICE must pass through our security screening before entering.

  • Domestic Violence Division: Based in the Sheriff’s Office, we handle the service and enforcement of Protective and Peace Orders.

  • Gun Safety: We provide free gun locks to the community to help reduce accidental shootings and gun violence.

  • Animal Abuse: If you witness animal abuse, call 911; these cases are investigated and served by our office.

  • Warrant Service: Our deputies are focused on serving warrants to repeat violent offenders to improve neighborhood safety.

  • Event Support: Nonprofits and community groups can request security support online 30 days in advance at no cost.

Recent Legislative & Office News

  • Immigration Enforcement (SB 245 / HB 444): On February 17, 2026, Governor Wes Moore signed emergency legislation banning local law enforcement from formal partnerships with ICE. Sheriff Cogen fully supports this, as it ensures our resources remain focused on local safety and building community trust.

  • Deputy Pay Increase: Sheriff Cogen announced a successful labor contract featuring a 17% pay increase for deputies.

Sheriff Cogen’s message continues to be: Public Safety is Public Health.
